        The Government, when it changes a contract either formally or informally, must make a contractor “whole” by equitably adjusting the contract.  The Government often changes the contract by its actions and inactions which often take the following form:

        However, the contractor has the burden to properly detail and support its Request and/or Claim.  Often times, the Government with its “army” of personnel, including, but not limited to, contracting people, auditors, inspectors, and technical people, will often “beat the contractor down” on any price adjustment to the Contract.
